Under fire from Mitt Romney for his record on illegal immigration while mayor of New York, Giuliani has recently cranked up his rhetoric, reports the AP. Giuliani's plan, part of his stump speech for the past several months, also includes a pathway to citizenship that requires illegal immigrants to identify themselves as illegal and learn English.
