Dzhokhar Tsarnaev has told investigators that their plans involved "something about partying or having a party," New York Police Commissioner Ray Kelly tells the New York Post. There "may have been words to the effect of coming to party in New York," Kelly says, adding that there was no evidence they had any attacks planned in the Big Apple.
